This film tells the story of a South Korean family's attempts to flee from the country and settle in Japan. The action takes place in the Gangbyeon, an enormous building in Tokyo's busy Shinjuku district. The building is home to over 300 people and has been used as a shelter for refugees from the Korean War. It has a capacity of 500,000. While the refugees live in the Gangbyeon, they are subjected to a host of harsh conditions. The refugees are required to attend weekly religious classes. They are also required to attend classes about Japanese culture. In addition, they are required to attend a mandatory interview with their new neighbors in the Gangbyeon. These mandatory classes are meant to show the refugees the differences between the Koreans and Japanese. The interviews are conducted by a friendly white woman who is a member of the Koreans' faith-based organization. It is reported that the interviewees are not told the purpose of the interview.
